Requires the Department of Environmental Conservation to submit an annual stormwater expenditure report to legislative leaders by July 1st each year, in consultation with the Environmental Facilities Corporation and Department of State

Report must include amounts spent on water infrastructure projects intended to reduce or mitigate flooding in the prior fiscal year

Recommendations must analyze factors including project type, funding sources, watersheds of concern, benefit-cost ratios, and prioritization of nature-based solutions

Report must incorporate recommendations from the Upstate Flood Mitigation Task Force and identify programmatic or administrative challenges to stormwater infrastructure improvements

Requires establishing statewide objectives for stormwater infrastructure improvements and estimating future funding increases necessary to meet those objectives
