Creates a 10-member Board for Review of Officer-Involved Deaths and Near Deaths appointed by the governor, with members including former law enforcement officials, prosecutors, medical examiners, academics, and representatives recommended by legislative leaders and civil rights organizations

Requires the State Police Bureau of Investigation to investigate all deaths or near deaths that resulted from encounters with police or peace officers, either independently or in partnership with local departments

Mandates that all police departments, sheriff's departments, and district attorneys cooperate with investigations and provide access to relevant locations, records, and physical evidence

Requires the Bureau to submit bi-weekly interim reports and a detailed final report to the review board, district attorney, superintendent, and governor, with final reports subject to public disclosure under FOIL

Authorizes the review board to make written recommendations to district attorneys regarding grand jury action and grants board members access to grand jury evidence related to officer-involved death investigations
