Prohibits courts from allowing forensic child custody evaluators to appear as expert witnesses or admitting their reports in custody/visitation proceedings if they have been removed from the panel of forensic custody evaluators by the mental health professionals certification committee

Applies the prohibition to evaluators who have voluntarily stepped down from the panel or negotiated a settlement with the supervisory body resulting in their removal from the panel

Defines forensic child custody evaluators as licensed psychiatrists, psychologists, or social workers authorized to perform evaluations to assist courts in custody or visitation determinations

Amends three sections of law: Section 70 of the Domestic Relations Law, Section 240 of the Domestic Relations Law, and Section 651 of the Family Court Act

Takes effect 90 days after becoming law, with the chief administrator of the courts authorized to promulgate implementing rules immediately
