Requires the Labor Commissioner, in consultation with the Higher Education Services Corporation president and Superintendent of Financial Services, to develop written materials about student loan repayment options, including consolidation and income-based federal repayment plans

Mandates all New York employers provide the student loan repayment notice to new hires in post-graduate internships or entry-level positions requiring an associate's degree or higher

Public employers must additionally provide information about public service loan forgiveness and repayment programs to eligible new employees

Materials must include direction to additional resources, including the Department of Financial Services' student lending resource center website

Takes effect 180 days after becoming law, with authority to develop necessary rules and regulations immediately upon passage
