Adds a new subdivision to the harassment in the second degree statute (Penal Law § 240.26) making it illegal to broadcast or record entrances or exits to school grounds with intent to harass, annoy, or alarm another person

Prohibits the use, installation, or permitting of cameras, cell phones, or any electronic device capable of recording or transmitting visual images of school entrances/exits when done with harassing intent

Classified as a violation (not a misdemeanor or felony), consistent with existing second degree harassment penalties

Updates gendered language throughout the statute from "He or she" to "The actor"

Takes effect on the first of November following enactment
