Establishes a state program through the Department of Environmental Conservation, in consultation with the Environmental Facilities Corporation, to help municipalities improve water quality in water bodies managed by lake associations

Requires the program to identify water quality concerns, determine effective remediation methods, and assist with best practices for maintaining water quality at lake association-managed water bodies

Creates a grant program to provide funding to municipalities for remedial actions addressing water quality issues in lake association-managed water bodies

Takes effect 120 days after becoming law, with authority to promulgate rules and regulations before the effective date
