Defines 14 specific animal abuse crimes that trigger the investigation requirement, including animal fighting, aggravated cruelty, poisoning animals, abandonment, and sexual misconduct with an animal

Requires preparation of a domestic incident report in every instance of abuse or threatened abuse against a companion animal of a family member, even if no crime was committed

Establishes exceptions to mandatory reporting when it would jeopardize an ongoing investigation, endanger personal safety, or when the accused clearly has no family members
