Establishes a statewide, toll-free hotline operated by the Office of Children and Family Services to receive reports of abuse and incidents that may jeopardize an individual's health or welfare, available 24 hours a day, 7 days a week

Allows anonymous calls to the hotline and requires immediate oral and electronic transmission of reports to appropriate state agencies or local social services offices

Mandates expedited notification to law enforcement, district attorneys, and emergency responders when reports allege potential criminal offenses or immediate threats to health, safety, or welfare

Requires the state's elder abuse public education campaign to include information about the new statewide hotline as a resource for reporting suspected elder abuse

Takes effect 120 days after becoming law
