Requires all state contracts to include a clause prohibiting contractors (and their substantially owned or affiliated entities) from participating in health plans that do not cover supplemental breast cancer screenings

Authorizes the State Comptroller to render contracts forfeit and void if a contractor is found participating in a health plan that fails to provide supplemental breast cancer screenings after contract execution

Exempts existing contracts from the requirements, but applies the restrictions to any renewals, amendments, or modifications made after the effective date

Directs the State Comptroller to promulgate necessary rules and regulations for implementation

Takes effect 90 days after becoming law and applies to all contracts entered into, renewed, or modified on or after that date
