Creates distinctive "epilepsy awareness" license plates available to any New York resident, with a $25 annual service charge in addition to regular registration fees

Establishes the New York State "Epilepsy Awareness Fund" under joint custody of the Commissioner of Taxation and Finance and the Comptroller to collect license plate fees

Directs fund revenues to support Department of Health-approved epilepsy research and patient education programs, including seizure recognition and first aid training

Requires either a $6,000 surety bond or at least 200 pre-orders with non-refundable service charges before the plates can be designed and produced

Allocates $10,000 from the fund to the Department of Motor Vehicles one year after the effective date to offset plate production costs
