Out-of-state applicants must register with the Department of State and maintain a physical address in New York

Mandates local government consultation through one prior meeting where applicants must present a needs assessment and service proposal

Certified entities must provide comprehensive services including admission assessments (screening for gambling, overdose risk, mental health conditions, suicide risk), safety plans, treatment recovery planning, medication for addiction treatment, naloxone provision, and toxicology testing

Commissioner must issue implementation guidelines within six months of the act's effective date
