Allows the Department of Health to extend suspension of an adult care facility's operating certificate by up to 30 additional days beyond the initial 60-day emergency suspension period when imminent danger exists and hearings are in progress

Expands civil penalty authority to include penalties consistent with public health law for facilities operating without valid certificates, and defines "endangerment" to include failures in fire safety systems, improper resident retention, systemic compliance failures, and retaliation against complainants

Prohibits penalty reductions through rectification when violations endangered residents or caused harm, including physical harm, financial exploitation, or violations of resident rights by supervisory staff

Grants the Department of Health authority to inspect suspected unlicensed facilities without a court order when immediate health danger exists, with law enforcement assistance if needed

Requires adult homes and enriched housing programs to post inspection reports resulting in fines, provide reports to resident councils within 14 days, make reports available to applicants, and submit annual quality assurance plans reviewed by committees including resident representatives
