Prohibits the sale, distribution, or construction of floating docks and floating platforms containing unencapsulated expanded or extruded polystyrene foam in New York State

Requires all expanded or extruded polystyrene foam used in floating docks and platforms to be fully encapsulated starting January 1, 2027

Defines expanded polystyrene foam as foam thermoplastics using styrene monomer, excluding rigid polystyrene

Defines extruded polystyrene foam as foam manufactured through an extrusion process where resin and additives are combined, extruded through a die, then cooled and expanded

Adds a new Title 34 to Article 27 of the Environmental Conservation Law to implement these requirements
