Amends Election Law section 8-600 to require Fulton County's county seat (Johnstown) to have at least one designated early voting polling place

Adds Fulton County to an existing exception that already applies to Washington County, where the county seat rather than the largest municipality must have early voting access

Requires that if the designated location has public transportation routes, the polling place should be situated along those routes to the extent practicable

Takes effect immediately upon passage
