Grants peace officer status to employees of Schuyler County serving as animal control officers by adding a new subdivision 88 to section 2.10 of the criminal procedure law

Explicitly prohibits these animal control officers from carrying, possessing, repairing, or disposing of firearms unless they obtain the appropriate license under section 400.00 of the penal law

Defines "animal control officer" by reference to the existing definition in section 2140 of the public health law

Takes effect immediately upon passage
