Prohibits pharmaceutical manufacturers, pharmacy benefit managers, outsourcing facilities, and third-party logistics providers from denying, limiting, or conditioning drug dispensing to covered entities or contract pharmacies based on their participation in the federal 340B drug discount program

Bars imposing different requirements, reimbursement terms, fees, audits, or other conditions on 340B program participants compared to non-participating entities, unless explicitly authorized by federal 340B statute or regulations

Declares any contract provisions violating this act void and unenforceable

Authorizes the Commissioner of Health to impose civil monetary penalties on violating entities and requires referral of penalty cases to the Education Department and Attorney General for review

Defines contract pharmacies as New York pharmacies receiving drugs through arrangements with covered entities, with "dispensing" broadly covering the entire distribution process including ordering, purchasing, delivering, receipt, and sale
