Eligible veterans must be honorably discharged from the U.S. armed forces, or have received a discharge other than bad conduct or dishonorable if they have a qualifying condition or are a discharged LGBT veteran as defined in veterans' services law

Amends the environmental conservation law section 11-0702 governing lifetime sporting licenses

Standard lifetime license fees for non-veterans range from $65 (age 70+) to $765 (ages 12-69) for the combined hunting, fishing, and turkey permit package
