Expands the crime of falsely reporting an incident in the second degree (class E felony) to include false reports about the use or possession of a deadly weapon or dangerous instrument by an individual

Creates a new crime of falsely reporting an incident at a school or place of worship, classified as a class C felony, covering false reports of fires, explosions, or weapon possession at educational institutions or houses of worship

Renames the existing terroristic threat offense to "making a terroristic threat in the second degree" (class D felony) and creates a new "making a terroristic threat in the first degree" (class C felony) for threats specifically targeting schools or places of worship

Defines "school" broadly to include public schools, private schools, charter schools, colleges, universities, preschool programs, special education facilities, and state-operated schools

Adds the new offenses to the list of violent felonies under Penal Law section 70.02, with the act taking effect 180 days after becoming law
