Expands the circumstances under which alternate members can serve on town zoning boards of appeals and planning boards beyond just conflicts of interest to include "any other reason the town board deems necessary"

Requires any additional reasons for using alternate members to be established pursuant to local law, rule, regulation, or ordinance

Allows the chairperson of either board to designate an alternate member to substitute for a regular member under these expanded circumstances

Alternate members retain all powers and responsibilities of the regular member when designated, with the substitution recorded in meeting minutes

All existing requirements for regular board members regarding training, continuing education, attendance, compensation, and conflict of interest rules continue to apply to alternate members
