Requires industrial development agencies (IDAs) to exclude jobs filled by non-New York state residents when measuring whether projects receiving financial assistance are meeting their job creation and retention goals

Mandates that project applications include a statement acknowledging that jobs held by out-of-state residents will not count toward project objectives

Requires project owners, occupants, or operators receiving IDA financial benefits to submit annual certified statements documenting full-time equivalent jobs retained and created specifically for New York state residents

Applies to all job categories including full-time equivalent independent contractors and employees of independent contractors working at project locations

Takes effect 120 days after becoming law
