Removes the upper age limit of 16 for minors (aged 12-15) to possess and fire rifles, shotguns, and air/gas/spring-powered guns at shooting ranges under qualified adult supervision

Removes the upper age limit of 21 for individuals (aged 14-20) to possess and use pistols or revolvers at approved indoor/outdoor pistol ranges under licensed supervision

Maintains the minimum age requirements of 12 years old for rifles/shotguns and 14 years old for pistols/revolvers

Requires supervision by qualified instructors including military officers, certified firearms instructors, parents/guardians with hunting safety certificates, or Department of Environmental Conservation agents

Amends Penal Law section 265.20 to expand firearms instruction exemptions to all ages above the minimum thresholds
