Creates a rebate program within the New York State Energy Research and Development Authority (NYSERDA) offering up to $2,000 for purchases of used or previously owned zero-emission vehicles from storefront or online retailers

Eligible applicants include both individuals (for private home use) and institutional/commercial entities such as businesses, state agencies, local authorities, schools, universities, and nonprofits

Rebates are distributed on a first-come, first-served basis until annual funding is exhausted, with the authority required to publish remaining funding availability on its website

Requires the authority to develop rules within one year and provide educational outreach materials in English plus the three most common non-English languages spoken in New York

Mandates annual reporting to legislative leaders beginning two years after enactment, detailing funding levels, rebate amounts, and geographic distribution of rebates

The program expires and is repealed on January 1, 2031
