Requires institutions to hold at least three election outreach events per academic year, with at least one in-person event during the 45 days before a general or primary election

Obligates institutions to provide voter registration applications at the start of each school year and again in January of presidential election years, with compliance achieved through electronic messages containing required links

Requires annual reporting by June 1 to the State Board of Elections on voter registration efforts, including screenshots of voter education webpages, student enrollment numbers, and click data on registration links, with reports made publicly available

Extends language-minority group voting assistance requirements to apply to college and university residents where more than 2% (minimum 300 individuals) are limited English proficient members of a single language-minority group
