Classifies aggravated neglect of companion animals as a felony offense

Sets maximum imprisonment at a definite sentence not to exceed two years for those convicted of aggravated neglect

Incorporates existing definitions of "cruelty" and "abandonment" from other sections of the Agriculture and Markets Law while establishing separate sentencing guidelines
