Adds heroin-containing substances to the criminal sale of a controlled substance in the third degree (220.16) when weighing 1.5 grams or more, or packaged in 50 or more containers

Creates criminal sale of a controlled substance in the second degree (220.18) for heroin substances weighing 12 grams or more, or packaged in 400 or more containers

Establishes criminal sale of a controlled substance in the first degree (220.21) for heroin substances weighing 24 grams or more, or packaged in 800 or more containers

Adds corresponding criminal possession charges: fourth degree (220.41) for 1.5 grams or 50+ containers, and third degree (220.43) for 6 grams or 200+ containers

Takes effect on the first of November following enactment
