Makes it illegal to knowingly and unlawfully possess, manufacture, distribute, or use fentanyl or fentanyl analogs to enhance another illegal substance

Classifies criminal possession of fentanyl as a class E felony, which carries a potential sentence of up to 4 years in state prison

Takes effect immediately upon passage
