Provides antitrust liability protection for producers, representative organizations, and retailers participating in New York's extended producer responsibility program for carpet collection and recycling

Shields covered entities from claims of antitrust violations, restraint of trade, or unfair trade practices when performing actions required by law or approved producer plans to increase carpet collection and recycling

Excludes from liability protection any agreements that establish or affect carpet prices, limit carpet production or output, or restrict geographic sales areas or customer bases

Amends the existing carpet collection program law (Title 33 of Article 27 of the Environmental Conservation Law) by renaming it "Extended Producer Responsibility for Carpet" and adding new liability provisions
