Prohibits dumping of refuse, trash, garbage, rubbish, litter, or nauseous/offensive matter on sidewalks, streets, parks, public places, wharfs, piers, docks, waterways, and other state or municipally owned property

Establishes fines of $500 for first offense and $1,000 for second and subsequent offenses of illegal dumping on public property

Requires offenders to pay additional fines equal to all clean-up or decontamination expenses if the commissioner deems site remediation necessary

Creates a reward program allowing witnesses to submit evidence (such as video footage or license plate photos) of dumping violations to the commissioner, with reward amounts at the commissioner's discretion

Takes effect immediately upon enactment
