Shifts the cost of psychiatric examinations to determine defendant mental fitness from the county where the defendant is being tried to the state of New York

Covers fees for psychiatric examiners ($50 per examination, $50 per court appearance, maximum $200 per case), traveling expenses, and costs of transporting defendants to hospitals or detention facilities for examination

State employees conducting examinations only receive traveling expenses unless they work outside their regular hours in counties with certified shortages of qualified psychiatrists

Updates gendered language in the statute to gender-neutral terms ("he/his" changed to "they/their")

Takes effect immediately and applies to expenses occurring on or after the effective date
