Increases the threshold for 501(c)(3) nonprofits to file bi-monthly lobbying reports from $5,000 to $10,000 in combined reportable compensation and expenses

Applies the higher $10,000 threshold to semi-annual client reports for 501(c)(3) organizations retaining lobbyists

Takes effect 60 days after becoming law, with new thresholds applying starting in calendar year 2026
