Expands county comptroller authority to examine and audit all accounts, contracts, books, and records of industrial development agencies (IDAs) in their respective counties

Extends IDA audit authority from Nassau County only to all counties in New York State

Allows comptrollers to conduct audits on their own motion or when directed by resolution of the board of supervisors

Includes authority to audit bank statements from depositaries holding IDA funds

Updates gendered language in the statute from "his" to "their"
