Extends binding arbitration requirements to subsidiaries of four upstate New York transportation authorities: Niagara Frontier Transportation Authority, Rochester-Genesee Regional Transportation Authority, Capital District Transportation Authority, and Central New York Regional Transportation Authority

Requires that when contract negotiations between these transportation authorities (including their subsidiaries) and public employee unions cannot be voluntarily resolved, disputes must be referred to a public arbitration panel

The arbitration panel consists of three members: one appointed by the public employer, one appointed by the employee organization, and one public member jointly selected to serve as chair

Makes a technical language update changing gendered pronoun "he" to "such member" and "chairman" to "chair"

Takes effect immediately, with amendments set to expire along with the existing subdivision of the civil service law
