Requires the Department of Environmental Conservation to develop recommendations and educational materials for reducing marine mammal interactions (harassment as defined under federal law 16 U.S.C. 1362)

Mandates consultation with the Port Authority of NY/NJ, Department of Transportation, US Coast Guard, NOAA, and the Marine Mammal Commission in developing these materials

Requires the state's boating safety educational program to include information about prohibitions against harassment of marine mammals

Directs distribution of marine mammal protection materials to vessel registrants in coastal counties: Suffolk, Nassau, Kings, Queens, New York, Richmond, Bronx, Westchester, and Rockland

Takes effect 180 days after becoming law
