Requires the Municipal Police Training Council to establish mandatory training for all police officers on sexual assault crimes, developed in consultation with rape crisis centers, covering trauma understanding, offender attributes, victim treatment standards, evidence gathering, interview techniques, and local victim services

Mandates all new police officers receive sexual assault training as part of basic curriculum at state or municipal police academies, with periodic retraining requirements to be established by the council

Directs the Office of Children and Family Services to develop training curriculum standards for child protective services workers on appropriate investigatory techniques for sexual abuse reports, including mandatory ongoing training

Updates references throughout the social services law from "department" to "Office of Children and Family Services" regarding child protective services regulations and training requirements

Takes effect 90 days after becoming law
