Prohibits elected officials from serving as members of industrial development agencies (IDAs) in their municipality or any county, city, town, or village within the same county

Requires governing bodies to appoint replacement members when current IDA board members become ineligible due to holding elected office

Exempts elected officials who are required by law to serve on an IDA, and exempts IDAs whose boards are entirely composed of elected officials from the chartering municipality

Applies specifically to the Troy Industrial Development Authority and Auburn Industrial Development Authority, while allowing two common council members to continue serving on those boards as required by existing law

Updates gendered language ("his or her," "chairman") to gender-neutral terms ("their," "chair") throughout the affected statutes
