Requires the DMV Commissioner to consider additional factors when approving transfers or renewals of motor vehicle repair shop registrations in New York City, including violation history, parking violations, and traffic/parking impacts on the surrounding area

Mandates community board input by requiring applicants to notify their local NYC community board at least 45 days before filing for a transfer or renewal, using certified or electronic mail

Allows community boards to submit complaints and written opinions for or against approval within 35 days of receiving notice, which the Commissioner must consider in their decision

Adds grounds for registration revocation or suspension if a repair shop has multiple parking violations or fails to cure two or more parking-related code violations in New York City

Takes effect 120 days after becoming law, with immediate authorization for regulatory implementation
