Designates every court and law enforcement agency that issues licenses to carry, possess, repair, or dispose of firearms as participating voter registration agencies

Requires these newly designated agencies to offer voter registration forms during initial applications, renewals, recertifications, and changes of address for firearm licenses

Expands triggers for voter registration form distribution to include "participation in activities or use of facilities of the agency" across all participating agencies

Mandates designated agencies provide assistance to applicants completing voter registration forms and transmit completed forms to appropriate boards of elections

Takes effect 120 days after becoming law, with immediate authorization for necessary rule and regulation changes
