Directs the Commissioner of Health to establish a blood clot and pulmonary embolism policy workgroup composed of healthcare providers, patients who have experienced blood clots, family members of deceased patients, advocates, and other interested parties

Governor, Senate Temporary President, and Assembly Speaker each appoint two members to the workgroup; the Commissioner appoints the chair; members receive no compensation but may be reimbursed for expenses

Workgroup must study the incidence and treatment of blood clots and pulmonary embolisms, including identifying annual cases, data collection methods, standards of care, and emerging treatments

Requires development of a risk surveillance system to help healthcare providers identify high-risk patients and policy recommendations for improving patient awareness and detection in hospitals, nursing homes, assisted living facilities, and ambulatory surgical centers

Workgroup must submit a written report with recommendations within one year to the Commissioner and legislative leaders; the act expires two years and ninety days after taking effect
