Lowers the monetary threshold for bribery in the second degree from $5,000 to $1,000 and for bribery in the first degree from $100,000 to $3,000, while changing the legal standard from "agreement or understanding" to "intent to influence"

Upgrades official misconduct from a class A misdemeanor to a class E felony (renamed "official misconduct in the third degree") and creates two new felony degrees: second degree (class D felony) for benefits exceeding $1,000 and first degree (class C felony) for benefits exceeding $3,000

Creates a new "abuse of public trust crime" category for public servants who intentionally use their position to significantly facilitate the commission or concealment of a felony offense

Establishes enhanced sentencing for abuse of public trust crimes, including automatic elevation of class C, D, or E felonies by one category and mandatory minimum sentences for class B felonies (at least 6-12 years depending on sentencing provision) and class A-I felonies (at least 20 years)

Requires mandatory fines for public servants convicted of abuse of public trust crimes or offenses where public servant status is an element, set at the greater of $5,000 or double the defendant's gain from the crime
