Amends General Municipal Law to add "agriculture" to the state policy of promoting economic welfare through governmental action, alongside existing provisions for recreation, commerce, and industry

Expands the definition of "project" eligible for industrial development agency (IDA) assistance to include agricultural purposes, in addition to manufacturing, warehousing, research, commercial, renewable energy, and industrial uses

Defines "agriculture" and "agricultural" broadly to include production of fruits, vegetables, eggs, dairy, meat, poultry, fish, grain, honey, nuts, preserves, maple sap products, apple cider, and fruit juice grown or produced within New York State

Includes commercial raising, shearing, feeding, and management of animals on farms or ranches within the agricultural definition

Allows IDAs to provide financial and technical assistance to agricultural producers for state-grown products, enabling access to the same economic development tools available to other industries
