Creates a mechanical insulation energy savings program administered by the New York Power Authority to fund insulation upgrades for heating, ventilation, air-conditioning, and mechanical piping systems

Eligible applicants include school districts, public hospitals, public housing buildings, and political subdivisions with buildings of at least 20,000 square feet

Provides free qualified audits to approved applicants that identify missing, damaged, or improperly installed mechanical insulation along with estimated costs and energy savings

Grants cover 100% of qualified mechanical insulation expenditures, including materials and labor costs

Requires all installation work to be performed by qualified contractors who participate in approved apprenticeship programs and meet ASHRAE Standard 90.1-2007 energy standards
