Reilly was a retirement system member from March 1995 until October 15, 2020, and suffered a stroke on February 20, 2020

The late application would be deemed timely filed within 30 days of his disability, with the delay attributed to the COVID-19 state of emergency rather than personal negligence

Implementation costs estimated at approximately $342,000 in past service costs, to be paid by the State of New York and local participating employers in the retirement system

Effective immediately upon enactment
