Prohibits high-volume hydraulic fracturing (fracking) in New York State, defined as well stimulation using 300,000 or more gallons of water as the base fluid across all stages of well completion

Bans gelled propane hydraulic fracturing, which uses gelled propane or liquified petroleum gas to fracture geologic formations

Applies to both vertical and directional wells, including horizontal drilling operations

Adds a new Title 29 to Article 23 of the Environmental Conservation Law to establish the prohibition

Takes effect immediately upon passage
