Requires the Office of Renewable Energy Siting (ORES) to establish a mapping, installation, and efficiency plan to identify locations where new electric transmission lines can be built or existing lines upgraded, while excluding indigenous lands and prime agricultural areas

Mandates ORES to promulgate rules and regulations that simplify the installation process for electric transmission lines, with consideration for labor hours, time, and cost efficiency

Directs ORES to gather data on electric distribution infrastructure capacity in areas with high line congestion or high renewable energy penetration, including resource mix data for wind, solar, hydrogen, electric, and gas facilities

Requires ORES to publish a mapping tool, efficiency plan, and detailed report on its website listing potential locations for new transmission lines and data on distribution capacity

Mandates annual reports to the legislature on the status of new transmission lines built under ORES oversight, including progress updates, contractor information, and effects on electricity distribution to under-served communities
