Establishes the "Terry Cooper autopsy accountability act" to expand documentation requirements for autopsies of incarcerated individuals who die in correctional facilities

Requires autopsy reports to include all photographs of the body, microscopic slides, and post-mortem x-rays taken by or at the direction of the person performing the autopsy

Mandates inclusion of any photographs, slides, and x-rays reviewed by the medical examiner during their examination or diagnosis of cause, means, or manner of death

Applies to autopsies conducted by coroners, coroner's physicians, or medical examiners for deaths of incarcerated individuals, whether the death occurred inside or outside the facility

Takes effect 90 days after becoming law and applies to all autopsies conducted on or after that date
