Decriminalizes consensual adult prostitution by repealing Penal Law sections 230.00 (prostitution), 230.02, 230.03 (prostitution in a school zone), 230.20 (promoting prostitution in fourth degree), 230.25 (promoting prostitution in third degree), and 230.40 (permitting prostitution)

Maintains criminal penalties for patronizing minors for prostitution, sex trafficking, compelling prostitution, and promoting prostitution of persons under 18 years old

Requires automatic expungement of prior convictions for repealed prostitution offenses, with records to be cleared within one year of the law's effective date

Allows individuals convicted under the old prostitution laws to petition courts to have their cases deemed terminated in their favor

Updates multiple dwelling law, public health law, real property law, and vehicle and traffic law to remove references to repealed prostitution offenses and limit nuisance provisions to conduct that remains criminal under the amended article 230
