Requires contractors and subcontractors performing custom fabrication for public works projects to pay prevailing wages to workers, regardless of whether the work occurs on-site, off-site, or in another state

Defines "custom fabrication" to include exterior/interior wall panels, woodwork, electrical systems, plumbing, HVAC duct systems, rebar cages, and mechanical insulation specifically designed for public building construction or renovation

Excludes projects with federal funding that triggers federal wage requirements from the state prevailing wage mandate

Mandates contractors maintain certified payrolls for off-site custom fabrication workers and submit them to the Department of Labor at least annually and upon request

Requires departments of jurisdiction to report to the fiscal officer details about off-site custom fabrication contracts, including fabricator information, materials, costs, and estimated number of workers

Takes effect 180 days after becoming law and applies only to contracts put out to bid after that date
