Prohibits manufacturing, distributing, or selling toys and child care products containing di(2-ethylexyl)phthalate, dibutyl phthalate, or butyl benzyl phthalate in concentrations exceeding 0.1%

Bans toys and child care products containing di-isononyl phthalate, di-isodecyl phthalate, or di-n-octyl phthalate above 0.1% when intended for children under 3 years old and may be placed in the mouth

Requires manufacturers to use the least toxic alternative to phthalates, which cannot be EPA-rated carcinogens or reproductive toxicants that cause birth defects or developmental harm

Imposes civil fines of not less than $10,000 per day for violations by any person, firm, partnership, association, LLC, or corporation

Takes effect 24 months after becoming law
