Allows any person to file a petition seeking release of grand jury materials (transcripts, reports, exhibits, testimony) when the proceeding involved a public officer or employee and concluded without an indictment

Establishes "enduring historical importance" as the basis for release, defined as matters where disclosure would enhance the historical record, foster scholarly discussion, and improve public understanding of significant historical events

Creates a rebuttable presumption of historical importance for grand jury records that are 40 years old or older

Grants courts authority to release such records in whatever manner and form the court determines appropriate

Applies to grand jury records created before, on, or after the effective date of the law
