Requires all voters to present a current, valid government-issued photo ID when voting in person or include a copy when voting by mail, eliminating the previous option to use utility bills, bank statements, or other non-photo documents

Defines acceptable photo ID as: New York driver's license or non-driver ID, U.S. passport, U.S. educational institution ID, U.S. military ID, government-issued medical card, or any federal or state-issued ID card

Allows voters without valid photo ID to cast an affidavit ballot, but requires them to produce valid government-issued photo ID to the local board of elections within three days for the ballot to be counted

Exempts military and overseas voters under federal law, as well as voters who provided a driver's license/DMV ID number or last four digits of their Social Security number that matched state records during registration

Waives the fee for non-driver identification cards for adult citizens who qualify for Medicaid, as verified by the county department of social services
